Bilibili and Accent have the same game, but Qooapp has the Accent game and you can only register for the game with a Chinese phone number with this version.
So you will need to download the Bilibili version to play the game outside of China, unless you happen to have a Chinese friend to borrow a phone number from.
Here's a guide to setting up a Bilibili account, pretty easy. For the CN ID, just look up China ID Generator, make sure you add the X after the string of numbers.

Apparently there's quite a bit of English in the UI, so that's a definite plus! Also Blue Stacks 4 does a fairly decent job translating stuff.
Graphics are excellent, 6/5 +1 for abyssal waifus.
Sound seems ok enough 5/5
Gameplay not so great because it's an auto-battler. Would have been 5/5 if it was more like Azur Lane.
Story from what I am reading with translation is ok.
Value ... I dunno, but the gacha seems decent enough.
